Expansion packs are only for extra skills / professions in pvp. If you are serious about PvP then you should get them all of course so you can run whatever is needed, and run the most efficent builds.

Nightfall I think. Though it's not really an expansion pack.
If I had to choose between nightfall or factions, I'd take nightfall

Of the 4 games, NF has the most that actually broke the balance of the game. Of course, all of them are neccessary to run everything, but plenty of good builds exist with Core and NF skills only.

also keep in mind a lot of faction skills are duplicates of proph skills, i would say get NF but if you want to do serious PvP it is recommended you have all campaigns(proph,Faction,NF)and Eotn(the only Expansion)

on the other hand you could be a one build wonder and onyl ever play shock axe, then you don't need to buy other campaigns :P

Pretty sure most people run Body Blow on their Shock Axes now.
Of course, you could always do without.
Also-most hammer bars now run only NF+Proph skills (assuming you run rush and not Death's Charge).

If you're just going to be doing pvp, just buy prophecies and the pvp pack. End up costing you around $40, and the pvp pack will have skills from all the campaigns + eotn.

You can even start a new account with just the pvp pack for $20 through the NCstore, if you really don't care about the pve. My second account was done this way. It doesn't let you do any pve, and you can't form guilds or set their faction, but otherwise you don't really lose anything. Full access to skills (you do have to unlock them though), 4 character slots, and it lets you do the pvp types that got added by later campaigns (AB and HB, mainly). Not even hard to get a small amount of cash on it for giving out guest invites and such now that you can just sell a couple keys.
